The Committee on Economic, Social and Cultural Rights is developing a general comment on Land and Economic, Social and Cultural Rights (ICESCR). The purpose of this general comment is to clarify the specific obligations of States parties relating to land and the governance of tenure of land under the International Covenant on Economic, Social and Cultural Rights.
The Committee, through its Co-Rapporteurs, has prepared the draft general comment. By way of public consultation, the Committee invites interested individuals and organizations, including States, national human rights institutions, civil society organizations, academics, international and regional organizations and experts, to make a written contribution to the draft general comment.
The Committee on Economic, Social and Cultural Rights (CESCR) is the body of independent experts that monitors implementation of the International Covenant on Economic, Social and Cultural Rights by its States parties. The Committee was established under ECOSOC Resolution 1985/17 of 28 May 1985 to carry out the monitoring functions assigned to the United Nations Economic and Social Council (ECOSOC) in Part IV of the Covenant.
The Committee also publishes its interpretation of the provisions of the Covenant, known as general comments.
