09 May 2017: This paper examines the application of the Community Land Value Chain (CaVaTeCo) approach to securing and documenting tenure rights under the current Mozambican legal framework. It documents an approach for a more strategic implementation of the Terra Segura programme and includes activities to support more efficient, responsible and equitable land acquisition by investors.
This paper argues that the advent of the national Terra Segura programme, introduced by the Government of Mozambique in 2015, offers an opportunity to introduce an entirely new approach to achieving the objective of registering and documenting the thousands of community rights and millions of individual rights that have been acquired by land occupants under the 1997 Land Law.
