Emerging from over two decades of conflict, Afghanistan faces opportunities which were denied to its people for many years, as well as challenges. These challenges in the ongoing process of transition to a lasting peace are multi-faceted and range from economic development, security sector reform, judicial reform and responsible action to address the social problems of the communities to the healing of wounds which have divided people and caused conflict. At the core of the transition is the endeavor to rebuild a future in which human dignity and human rights are being respected, in which the rule of law is restored and national reconciliation takes place. With the restoration of the rule of law, national protection for those who were displaced and forced to flee will be reestablished.
