GLTN has conducted an information and awareness-raising mission on the second phase of the land reform support programme targeting political authorities and technical partners. Organized by UN-Habitat in the provinces of North and South Kivu, the advocacy mission lead by Mr. Claude Ngomsi, Head of the UN-Habitat in DRC took place 2-8 July 2024 and GLTN was represented by Mamadou Mballo, land expert supporting the land reform programme in the DRC.
During the mission, the delegation engaged with the provincial authorities of North Kivu inGoma and South Kivu in Bukavu, as well as the governors, provincial assemblies, mayors and public services of the ministries of urban planning and housing, land affairs. The mission was also an opportunity to meet with several partners including United Nationsagencies, the civil society and international organizations.
The delegation presented on the second phase of the land reform support programme to the various stakeholders The mission solicited for political and technical support from the authorities, government ministries and other partners to review past and ongoing partnerships between UN-Habitat and the provinces of North and South Kivu and to explore new avenues for collaboration in the context of resurgence of insecurity, assistance and relocation of internally displaced persons due to conflict especially in Goma, and the withdrawal of the UN mission MONUSCO from South Kivu.
UN-Habitat and GLTN have been supporting the government of the Democratic Republic of Congo through the National Ministry of Land Affairs and the National Commission for Land Reform (CONAREF) in a land reform process since 2017. This reform has to date yielded significant results, including the formulation and validation of a national land policy document, a supplementary draft land law amending the 1972 land act and support for land administrations in the pilot implementation phase of a land information system.
