Gender equality does not come about haphazardly. It needs to be understood and promoted using evidencebased approaches. Gender issues to land are complex and sensitive and thus require broad participation of land professionals, grassroots and gender groups to ensure buy-in. It is also pivotal to utilise strategies and tools that will identify the inequalities in the land sector in order to highlight specific areas where action is required in order to advance gender equality.

The specific objectives of the workshop were:

  • To strengthen lesson sharing and knowledge exchange among various stakeholders and IFAD-supported projects.

  • To identify entry-points for collaboration among IFAD-supported projects with the TSLI-ESA programme.

This report provides an analysis of customary tenure tools identified in IFAD’s area of engagement in East and Southern Africa. In January 2016, the UN-Habitat DRC programme through the support of GLTN, organized a 1-day workshop with public and private stakeholders in Goma. The purpose of the workshop was to discuss a way forward to address Community Participatory Land Use Planning (CPLUP). This was occasioned by an identified need to have a series of pilot experiences implemented within the Land Programme in Eastern DRC which is funded by DFID. The workshop resulted in a short term road map for Land Use Planning, with the identification of the « Plan d´Aménagement Foncier Participatif» as the most suitable tool. The pilots are expected to end in February 2016.

 

However, there is still a need to provide more details on the current context and processes on how such land use planning can be implemented on the basis of the specific objectives included in the Project Document.  GLTN has committed to support the country team to design the project document on Community Participatory Land Use Planning (CPLUP), to develop capacities of the UN-Habitat team and others stakeholders. This will also include the government, land administration officers, private sector, civil society and grassroots organizations. The report is in currently available in French.

Implemented within the framework of the TSLI-ESA/IFAD Project, the outputs of this study were a key component for the design of the new IFAD supported PRIDE programme in Malawi.

The main terms of reference of the study were:

  1. To characterise, document and analyse the key differences in land and natural resources tenure security features of the selected irrigation sites across the project; and their potential impact on institutional form, strengths and performance of their respective WUAs; and
  2. To analyse and document land and water sharing practice and lessons and providing evidence regarding tenure constraints and opportunities for incorporation into the design of the PRIDE, and feeding into national and regional policy dialogue processes.
