A High Level Learning Exchange on Land, Natural Resources and Conflict will take place at Serena Kigali Hotel, Kigali, Rwanda from 15th to 16th November 2016. The learning exchange targets senior UN officials including Resident Coordinators, Special Representatives of the Secretary General, Deputy Special Representatives of the Secretary General, Chiefs of Staff from the GLR countries and Special Envoys from the Great Lakes Region (GLR). Approximately, 30 participants will attend the event; with equal representation from GLR countries. The Resident Coordinators are invited to attend and to nominate a relevant person from the UN Country Team in their country to attend the event along with them. The conveners of the Workshop are UN-Habitat (Land and GLTN Unit), UN Department of Political Affairs (UNDPA), UNDP and UNEP.

 Aim and objectives of the learning exchange

The overall aim of this event is to further capacitate senior UN officials in the GLR to attain the land and natural resources outcomes outlined in the Nairobi Declaration and Great Lakes UNCTs Strategic Framework 2016-17.  The Learning objectives are: 1). an improved understanding of key concepts, approaches and strategies to address land, conflict and natural resources issues; 2). a better appreciation of how land and natural resources are linked to conflicts and how could be addressed to contribute to peace and stability; 3. Clearer picture of priority challenges and opportunities at country level; and, an 4). improved understanding on how to do root cause analysis and planning on land, natural resources and conflict at both country and regional levels.

The Main issues that will be covered

  • How to better engage the UN on land and conflict (UN comparative advantage, conflict and root cause analysis, Secretary-General’s Guidance Note on Land and Conflict) 
  • How and what to program for land in the UNDAF and other UN processes (e.g. peacekeeping, peacebuilding)
  • Land, natural resources and conflict (extractives, protected areas, climate change). UNDG ECHA Guidance Note on Natural Resource Management in Transition Settings. DPA and UNEP Natural Resources and Conflict: A Guide for Mediation Practitioners.
  • Land, displacement, migration and conflict;
  • Customary tenure, conflict, displacement and resettlement;
  • Using land policy processes, mediation and evidence for early warning and prevention, and;
  • Key normative tools and policy options

 The Main Expected Output is increased capacity of senior UN officials in the GLR to attain the land and natural resources outcomes outlined in the Nairobi Declaration and Great Lakes UNCTs Strategic Framework 2016-17.
