    Duties and Responsibilities

    The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level,  including all spheres of government, civil society and the private sector 

    Background

    The Slum Upgrading Unit in the Housing and Slum Upgrading Branch and its Participatory Slum Upgrading Programme (PSUP) is recruiting a Slum Upgrading and Urban Renewal Expert on consultancy basis for six months with the possibility of extension. This post is located in the Housing and Slum Upgrading Branch.

    The overall aim of the assignment is to support the successful implementation of the Participatory Slum Upgrading Programme (PSUP) in 79 African, Caribbean and Pacific countries and more than 160 cities, initiated by ACP Group of States and financed by the European Commission (EC). PSUP seeks to tackle urban poverty through adaptive and pro-active measures and to enhance management of urbanization through assessment studies and strategic planning approaches for participatory and inclusive decision-making processes and up-scaled participatory slum upgrading. 

    UN-Habitat seeks therefore a consultant, who has experiences in slum upgrading and urban renewal programme implementation at city or national levels in one or more of the following areas: 1) larger scale programme implementation, 2) participatory approaches, 3) urban policy review and implementation of strategic slum upgrading projects, 4) development of multi-level financing and resource mobilization strategies, 5) monitoring and evaluation of larger scale slum upgrading programmes , 6) participatory neighbourhood planning; and/or 7) technical support to slum communities, city and national authorities.

    The consultant will be directly communicating to the PSUP Project Leader.

    Responsibilities

    The assignment consists of the following areas of engagement in the PSUP:

    1. Knowledge and capacity development:
      • Contribute to the review and formulation of integrated thematic as well as process-oriented guides for up-scaled participatory slum upgrading
      • Document strategic national or citywide projects in Francophone Africa that are transformative and easily to replicate 
      • Develop together with other PSUP team members a tool for participatory feasibility studies – a technical assessments with community involvement
      • Coordinate with other units, branches and regional and country offices of UN-Habitat in reviewing and developing knowledge products as needed
      • Contribute to a training module of national institutions for up-scaled slum upgrading 
    2. PSUP implementation in ACP countries:
      • Provide technical support to ACP countries for up-scaling of slum upgrading, particularly in Francophone Africa
      • Contribute to pro-active planning to decrease the future growth of urban poverty in ACP countries adapted to selected countries
      • Support to PSUP countries in planning of city-wide participatory slum upgrading and urban renewal programmes
      • Undertake missions to selected PSUP countries, advise on designing, formulating and implementing up-scaling strategies at national and city levels
      • Contribute to the development of ToRs for multi-partner implementation frameworks aiming at having several partners engaged in the implementation of PSUP (national and local authorities, NGOs and CBOs, private sector -particularly local banks- academia and research and training institutions, international development partners and PSUP community structures). This has proven to be more efficient, effective as well as catalytic when clear; roles and responsibility are assigned with mutual understanding of capacities comparative advantages can be used to open access to a variety of financing mechanisms making interventions more sustainable.
    3. Financing and resource mobilisation for up-scaled slum upgrading:
      • Develop business models, case studies and inclusive financing strategies based on the PSUP II and other large scale programmes of UN-Habitat and other programme experiences of UN-Habitat partners;
      • Integrate PSUP in the UNDAF Framework on country level where adequate and elaborate option of joint programming 
      • Prepare development partner environment analysis for selected countries on urban issues for poverty reduction and follow up on investment opportunities 
      • Contribute to resource mobilisation and financing strategies for up-scaled slum upgrading and urban renewal in selected countries, regionally and globally.

    Qualifications/special skills

    Master degree in the following fields: International Development, Engineering, Urban Development, Urban Planning, Urban Geography, Community Management or Environmental Planning is a requirement but not mandatory

    Background and Purpose of Post:

    UN-Habitat will support the Government of Afghanistan to implement the four year Kabul Strengthening Municipal Nahias Programme (K-SMNP) starting from 1 June 2016.  The Programme is underpinned by the fact that harnessing Afghanistan’s cities for state building and peace-building requires three fundamental components: (i) effective land management and clear land rights and responsibilities; (ii) strategic urban planning to guide investments and establish a common vision for an inclusive and prosperous urban future; and (iii) improved municipal governance, citizen engagement and representation. 

    Together, these create the fundamental conditions for improved state-society relations, stimulating the economy, promoting investment, increasing the legitimacy of the state in the eyes of the citizens and strengthening municipal institutions. 

    The Overall Objective (OO) is to improve stability and stimulate local economic development in Kabul city through enhancing municipal governance and strengthening the social contract between citizens and the state.

    The Specific Objective (SO) is to increase tenure security and land management and administration for inclusive urban economic growth and service delivery in Kabul city.

    The three expected Results (R) are: R1: Strengthened municipal capacities and systems for urban planning, land management and municipal revenue/finance; R2: Improved municipal service delivery and strengthened “social contract” between citizens and municipal authorities; R3: Improved enabling environment for urban land management and administration, municipal governance, local economic development and service delivery.

    To spearhead this Programme, UN-Habitat is looking for a highly qualified expert on Land Administration and Management to be considered as Chief Technical Advisor/Chief of Party.
